I would say the picture was taken from the prom in West Bank that's to the left of the road down to the old Transporter Bridge.

The photo was taken from the South Bank looking towards Widnes. The factories you see on the old photo are now Stobarts place as seen on my photo. The photo was taken around what was the slipway for the old Transporter.
