Firstly, the European funded landing stage is just that, a landing stage.
Secondly, in order to have terminal facilities it needs to get UK Government approval by going through Parliament. The UK Government when asked for approval wheeled out the excuse that the European grant will have to be paid back because its going against the rules of helping one port over another (Southamptons argument).
MEP's have said thats not a correct reading of the Euro grant rules, you only need to look as faf as LPL to see that backs up the MEPs view.

I think you will find the biggest snag is with Peel Holdings, they used E.U. funding ( quite a lot of it ) to build a "calling point port facility" not a terminal i.e. start and or finish point port facility. There is apparently a big difference in the way the funding is provided. Be lucky David Please excuse me I can not recall the exact terminology used by the E.U. but it was linked to unemployment etc etc in the area.

EU (infrastructure) funding is usually linked to areas of high unemployment.
EU also confirm that NO contact has been made by UK Government in connection with the grant aid for the landing stage project/terminal facilities change.

Can you imagine the missed opportunity if the dockland development on the Birkenhead side of the water goes ahead and a cruise "Terminal" does not come to fruition at Liverpool. The Cruise Holiday business is still growing far more than most other types of holiday and had far out stripped the idea it is just for the blue rinse brigade and coffin dodgers. If a PROPER CRUISE start and finish terminal does not appear on the Liverpool Waterfront and we get liners back in the Mersey is will be yet another massive error. (as usual)
