The building I think you are referring to was built in 1982 as a Control Tower and R.F.F.S. building housing both Air Traffic Control and the Fire Fighting and Rescue Services personal and vehicles at Liverpool Airport. The building being adjacent to and to the east of the South airfield terminal building opened in April 1986 and considerably enlarged in 2002. With the construction of a new tower with Visual Control Room, radar rooms and offices, the ATC personnel moved out in January 2002, as far as I recall much of their accommodation taken over by the Fire and Rescue services as offices and storage. In no way is it an abandoned building, continuing to play an essential airport role. The large windowed V.C.R. above the building no longer has a purpose, however the roof supports an array of communication aerials. There is a thread on airport key dates, timeline, images of the south airfield construction (including the 1982 Tower and RFFS building) and aerial images of the north and south airfield sites as they developed: derbosoft.proboards.com/thread/16388/dates-directors-ceos-rwys-airlines

During my brief tenure in ops at LPL, there was talk of moving to the control tower building, though precisely what benefit would derive from that was doubtful, since at the time we were in a portakabin at the western end of the main apron, which gave an excellent view over the airfield. The (unconfirmed) rumour at the time was that there was some asbestos in the tower area, together with another rumour that it was unsafe, though no reason was given.
