One thing I did notice on MIAP when it passed over house on way in is that all the cabin lights were on. When flying commercially they always dim lights , so is it a requirement for commercial stuff to dim lights and does that not apply to exec stuff??

It was the same outbound, if as suggested it was on a training sortie - would anyone be in the cabin to potentially alter any commercial requirements?
