When I was working (and driving) in Russia, I unfortunately saw several similar accidents (or their results) at first hand. In the early 1990s, you could buy a driving licence on the grey market* for $200. Under Soviet rules, the driving licence exam was notoriously difficult and was spread over two days! You had to be able to change a tyre, clean a carburettor, change a fan belt and know all the rules of the road, which came in a book an inch thick.
Drinking and driving is a huge problem. One of the guys we were working with was killed when a dumper truck came straight through a give way sign and careered into his car. When the police arrested the dumper truck driver, he could hardly stand up. This was at 11 in the morning.
I've never been to China, but I can imagine the situation is much the same. Certainly there's a lot of evidence on You Tube. I imagine the same situation applies regarding driving licences.
* You registered with a driving school, took a few lessons and then took a paper to that effect to the Russian equivalent of the DVLA. After about a week, you'd get a phone call to meet someone in a coffee shop and be sure you had $200 with you. They would have an official ID, you'd give them the money and the licence would be passed over in a folded newspaper. I know this is true because I was present at one of these meetings once.
