I see from browsing the internet there is discussion in the UK on how to encourage proper disposal of batteries. This is what we do here in The Vendée. Maybe somebody can promote the idea in UK.
The Prefecture of the Vendée, (The departmental governing body) issued every household with a small cardboard container about 10cm cubed. It came as a simple flat pack delivered by the postman. New arrivals are issued with a box by the town hall when you register as a resident of the community. You keep this box in a convenient place in the house and pop in all your used batteries and ink cartridges.
From time to time, you just tip the contents of the box into a container which is at the entry door of all supermarkets and DIY stores. They, being the biggest seller of such items, are responsible for safe disposal.

They have supermarket drop offs here for batteries etc--the DIY chains have recepticles for used light bilbs also.
Rectycling just takes a few minutes of civic pride which the French do have.
And we have to play tyhem at rugby in Paris this year--due for a hammering I think and will I get my leg pulled for the next twelve months.LOL

My local ASDA have just started collecting used batteries. Not seen any light bulb (or should that be bilbs ) collection points though but will look out for them. What! The English getting frog marched out of Paris John? Never! ;D
