Does anyone have any news how this issue is (hopefully) progressing. I live near Frodsham, and this link would be a massive benefit to the city and airport.

To celebrate the 20th anniversary of The North Cheshire Rail Users Group (NCRUG) their will be a special "Parliamentary" next Saturday 26 June. Merseytravel are sponsoring an extension for this day only of the 0753 Chester to Runcorn via the Halton Curve. It will call additionally at Helsby and Frodsham and finish at Liverpool South Parkway. Transport has been arranged to take NCRUG members from LPY back to Cheshire. Persons from the Liverpool area wishing to travel from Chester must be on the 0645 from Central or 0643 from Lime Street Low Level.

I take it this is an extension of the existing service and therefore passenger trains are already using the Halton Curve. Surely if this is the case then its a matter of educating people who can get to Chester can also reach LJLA (via South Parkway) by changing there and again at Runcorn.
If their not already doing so, perhaps the airport need to be more productive with the use of their web-site by investing in the software required to enable people to assess the best way of traveling to the airport by public transport.
If the Chester to Runcorn is not a regular service but trains through Frodsham to Chester are then perhaps the airport could consider a regular bus service from the airport to Frodsham Station. As such a service would fall outside European Driving Hours Rules it could be operated by Arriva from either their Runcorn or Speke garages. It may need a local subsidy so Cheshirebus and Merseytravel (who having considered the above appear interested) may have to get involved but no harm in trying.
