The open rectangular camera port under the centre section (between a white rectangle and a white aerial) is not too easy to spot, but provides a vital clue that it likely a photographic survey, rather an environmental sensor survey. As for who it is operating on behalf of is likely commercially sensitive as the market is a highly competitive one. Currently the best known customer is Google, but they are far from the only user of aerial photographs. It does seem to be collecting images from a large block of the country each day, so is clearly collecting either fresh or updated images of the areas covered, as against targeted revision of known changes eg new bridge construction, new roads, new factories or new residential estates.
