The ILS is still unusable at Liverpool. It is going to be in effect for a while. All aircraft are doing visual landings and some that i have seen 8 miles out are not that stable in the air compared to the ILS being in use (which can be expected) Also, I have been monitoring the other services that are not in use at Liverpool and it seems that the Primary Radar is also out of service. I don't know what is exactly wrong with the Primary Radar but will try and find out and let you guys know.

Is this a huge problem to pilots or something that makes life easier ?

The primary radar was only out of service for about 8 hours, presumably for maintenance. Secondary radar was still available - the only potential issue is that primary picks up all traffic contacts (weather permitting), secondary only picks up aircraft equipped with a transponder. We do still have CAT 1 ILS on rwy 09 at the moment. If pilots are opting for visual approaches it's probably because the visibility is good enough and the procedural approach they have to fly when the ILS is not available is quite 'labour intensive'.
